1- Preparation Phase

  • Risk assessment and capacity building

  • Designation and equipping of primary, alternate, and mobile crisis centers
  • Training in the Hostage Incident Management (HIM) model:
      • Gold Level – Strategic Command
      • Silver Level – Tactical Leadership
      • Bronze Level – Operational Execution
  • Includes tabletop exercises and theoretical modules to test crisis readiness

2- Response Phase

  • Real-time simulations of institutional crises
  • Role-based decision-making exercises
  • Coordination across teams under pressure

3- Recovery Phase

  • Development of Business Continuity Plans (BCPs)
